  • Whenever new proposals and amendments to the Patent System are suggested, applicants/users find it difficult to influence such prospective changes at an early stage so that later interventions are less effective. For this very reason FICPI together with AIPLA have organised two Colloquiums in the last two years. The first FICPI/AIPLA Colloquium was held in Rome in 2001 and dealt with the then current proposal of the EPO to unilaterally amend the time limit for entries of the national phase under Chapter II, from 20/21 months to 30/31. It was highly successful and allowed users of the Patent System to air their views in the presence of WIPO and patent officials.

    With a considerable number of proposals before WIPO for amendment of the PCT, FICPI and AIPLA recently organised their second Colloquium in Nice. After official representatives had a chance to present their explanations, users were allowed to air their views as to how the changes affect them and what system they would like to see put in place.


    A report on the Colloquium by Stephanie Bodoni, entitled "Patent users unhappy at focus of PCT Reform", which recently appeared in MIP WEEK is now available together with some of the presentations given by officials as well as users.
